The United States is not interested in open funding for Ukraine in the middle of the current peace talks to end the war between Russia and Ukraine, according to the White House.
President Donald Trump, who excluded the sending of American troops on the ground to support Ukraine, is very “sensitive to the needs of the American taxpayer”, according to the white house press secretary, Karoline Leavitt.
“He clearly indicated that we are not going to continue writing white checks to finance a war very far, which is why he found a very creative solution for NATO to buy American weapons, because it is the best in the world, then to fulfill the needs of the Ukrainian army and the Ukrainian people in their soldiers,” said Leavitt on Tuesday.

“This is the solution that the president has found. We will continue to see this forward,” said Leavitt. “As for any additional sale, I will have to refer to the Ministry of Defense.”
The congress has adopted several laws to support Ukraine, totaling at least $ 175 billion in spending to help it since February 2022, according to the foreign relations council.

Meanwhile, Trump approved an agreement in July allowing European allies to buy US weapons, such as Patriot anti -missile defense systems, for Ukraine.
The Trump Administration Budget proposal did not allocate funding to buy weapons for Ukraine, and the Chamber’s Defense Credit Bill was adopted in July. Despite this, the version of the Senate of the measure that the upper chamber should consider later in 2025 includes $ 800 million for the program.
Leavitt’s comments echo those who made the vice-president JD Vance, who declared on August 10 following meetings with European officials in the United Kingdom that he communicated to European leaders that the United States “ended up financing the war activity of Ukraine” and that European allies must assume greater responsibility to end the conflict.

“What we said to Europeans is simply, first of all, is in your wooden neck, it’s in your back door,” said Vance in an interview with Fox News. “You have to intensify and play a more important role in this thing, and if you care so much about this conflict, you should be ready to play a more direct and more substantial way in the financing of this war yourself.”
Trump met Ukrainian President Volodymyr Zelenskyy and other European White House on Monday, where they discussed various security measures to prevent Russian assault against Ukraine. However, Trump said on Tuesday that sending American troops to Ukraine to strengthen security in the region was outside the table.
“The president has definitely declared that American boots will not be on the ground in Ukraine, but we can certainly help in coordination and perhaps provide other means of security guarantee to our European allies,” Leavitt said. “The president understands that security guarantees are essentially important to ensure lasting peace, and he ordered his national security team to coordinate with our friends in Europe, and also to continue to cooperate and discuss these questions with Ukraine and Russia.”
