President Donald Trump should approve a proposed agreement this week that would guarantee that Tiktok in the United States belongs to the majority of American investors and would retain user data in a “confidence” cloud in the United States, said a senior White House in Fox News Digital.

The head of the White House said that by virtue of New Deal, American operations will be managed by a new joint company, with its current parent company, Bytedance, holding less than 20% of the stock, as required by law.

“The administration is anxious to finalize this agreement with all stakeholders,” the manager told Fox News Digital. “President Trump should sign a decree later this week to approve the proposed agreement.”

The new joint company based in the United States should belong to American investors and operate in the United States by a board of directors with national security and cybersecurity references.

The board of directors should be made up of seven members – the majority of whom must be American citizens based in America. A senior White House official told Fox News Digital that a member, who would not be eligible to sit on the data security committee or as chairman of the board of directors, will be appointed to the board of directors by Bytedance.

The official told Fox News Digital that, under the agreement, Oracle, one of the main technological companies in the country, will be Tiktok’s security supplier in partnership with the US government.

Oracle would strive to monitor and independently ensure the security of all Tiktok operations in the United States, in particular with regard to data security on the Tiktok platform.

The manager told Fox News Digital that Oracle data security would include the source code examination, the conservation of algorithms, the development and deployment of applications, etc.

The official also pointed out that Americans will be safely stored in the United States without any access to China.

The data of American users will be stored in a confidence, secure and specially designed cloud environment in the United States, managed by Oracle, according to the official.

As part of the agreement, Oracle will create a secure cloud with perimeter controls and bridges to protect and host all American user data. Officials have said that data flows will be controlled by automatic learning and other technologies.

“Foreign powers, like China, will not be able to access American user data,” said the official.

As for the Tiktok algorithm, the official told Fox News Digital that he would be “secure, recycled and operated in the United States outside the control of Bytedance”.

The senior White House official said that Tiktok algorithm in the United States will be separated from the bytedance control and will be fully controlled by the new co-venture.

“The algorithm will be recycled from zero and protected by Oracle to ensure that Americans’ data is saved and that foreign influence is deleted,” said a senior administration official at Fox News Digital.

The manager said bytedance will first create a double copy of the Tiktok algorithm, then praise it to co-venture. Oracle should then operate, recycle and continuously monitor the American algorithm to ensure that the content is exempt from handling or incorrect monitoring.

“By renting the algorithm in double, Tiktok will be able to continue to operate in the United States without user disruption,” said the official.

Meanwhile, Tiktok will remain an interoperable platform worldwide for American users. The agreement preserves the interoperability of Tiktok, which guarantees that American users can safely display Tiktok content from around the world “with the confidence that their user data is secured in the United States”.

“The agreement will not interrupt the user experience,” said the manager.

Regarding the harmful content on the platform, the American co-venture will independently operate on Tiktok in other countries and will make the harmful content police thanks to its service conditions.

The Trump administration boasts the New Deal, saying that “all Americans will be able to safely enjoy the same global experience Tiktok and see the content of the world with the confidence that their data is secured in the United States.”

The official told Fox News Digital that the preservation of Tiktok’s activities will generate $ 178 billion in economic activity in the United States over the next four years and support “thousands of American jobs and businesses”.

Regarding the co-venture calendar, the president should sign an executive decree to finalize the agreement later this week. This ordinance will delay the application of the protection of Americans of the Act on applications controlled by foreign opponents up to 120 days.

The agreement comes after months of negotiations after the congress last year promulgated a law signed by the then president Joe Biden This has prohibited Tiktok and other applications controlled by foreign opponents. After having survived a contestation of the Supreme Court, the law entered into force on January 19, 2025, although it granted an extension of 90 days.

The application was prohibited in the midst of national security problems concerning Chinese government access to user data and its ability to serve as a platform for foreign influence operations.
