The White House prepares mass layoffs for potential federal closure in October

The White House laid the foundations for mass layoffs in the federal government in the event of the government closed on Wednesday.

The Office for the Management and Budget of the White House (OMB) published a note on Thursday for federal agencies ordering them to make preparations for a reduction in force if there is a laps of provision of credits – and to put the burden on the Democrats if a measure of STOPGAP expenses does not reach the congress to keep the government open.

While federal employees are generally on leave during government closures, the Trump administration plans definitively reduce the size of the federal workforce if a government closure occurs.

Consequently, the OMB asked agencies to consider advice to reduce force (RIF) for people in programs and projects that will have a discretionary financing parade on Wednesday and another source of funding is not accessible.

“Programs that have not benefited from a infusion of compulsory credits will bring the weight of a closure, and we must continue our planning efforts in the event that the Democrats decide to close the government,” said the memo obtained by Fox News Digital.

“Once the credits for the financial year 2026 have been adopted, agencies should revise their RIF if necessary to keep the minimum number of employees necessary to fulfill statutory functions,” said the memo. “Any proposed rif plan must be subjected to the OMB.”

Social security, health insurance, the social benefits of veterans, military operations, police, immigration and customs application, customs and border protection and air traffic control will not be assigned in the event of funding.

Historically, the agencies have developed their own emergency plans in the event of closure, detailing employees who are always required to work and will remain in service if the funding expires. However, these plans have not yet been disclosed on the OMB website.

The White House did not immediately respond to a request for comments from Fox News Digital.

Meanwhile, the administration blamed the Democrats if a government closure occurs once the funding expired on Tuesday, and clearly indicated that these layoffs will not be necessary if a funding measure is adopted. The Chamber adopted a continuous resolution (CR) on September 19 which would keep the government open until November 21, but the Democrats of the Senate refused to take behind the measure, and it failed with a margin of 44 to 48.

Instead, the Democrats of the Senate pushed their own proposal which included a series of provisions, in particular permanent subsidies to the Act respecting affordable care. But this proposal also failed a margin of 47 to 45 years.

The Democrats remained opposed to the extension led by the GOP that the Chamber has adopted because it does not extend the subsidies to the Act respecting affordable care.

But Omb said he hoped that the Democrats would get on board.

“We hope that the Democrats at the Congress will not trigger a closure and that the steps described above will not be necessary,” said the CMA memo. “The President supports the promulgation of a clean CE to ensure that no delay in discretionary expenses after September 30, 2025, and the OMBE hopes that the Democrats will agree.”

Meanwhile, the Democrats have rejected the orders of the OMB and the minority head of the Hakeem Jeffries Chamber, Dn.y., accused the director of the Omb Russ Vought of being a “clever political hack”.

“We will not be intimidated by your threat of engaging in mass layoffs,” said Jeffries in a Wednesday X position in response to reports on power reduction plans. “Get lost.”
