The White House officially declared an imminent government closure after the Senate did not adopt a spending bill supported by the GOP to maintain the federal agencies funded until November 21.

A memo published by the Management and Budget Office (OMB) said that the current federal financing levels “expire at 11:59 pm this evening”.

“Unfortunately, democratic senators block the adoption of HR 5371 in the Senate due to the crazy political demands of the Democrats, who include 1 billion of dollars of new expenses,” said the memo.

The memo continued by saying that President Donald Trump supports the GOP -led financing bill, which is a short -term extension of the current federal expenditure levels called continuous resolution (CR), aimed at maintaining the funded government for seven weeks while legislators work on an agreement for the financial year (FY) 2026 priorities.

“But it is now clear that the Democrats will prevent the passage of this CR Clean before 11:59 pm this evening and will force a closure of the government. As such, the affected agencies should now execute their plans for an ordered closure,” said the memo.

“We do not know how long the Democrats will maintain their untenable posture, which makes the duration of the closure difficult to predict. Anyway, employees should present themselves to work for their next round to have regular to undertake ordered closure activities.”

The OMB said that a monitoring memo would be issued when a spending bill will be adopted and signed by Trump, taking up complete federal operations.

Tuesday evening, the CR led by the GOP was sung in the Senate, not being able to reach the threshold of 60 voting of the Chamber to overcome an obstacle and proceed to a debate on the bill. The vote dropped 55 to 45, with three members of the Democratic Caucus crossing the aisle and voting with the Republicans.

A republican, Senator Rand Paul, R-ky., Voted against the measure.

Democratic legislators of the upper chamber, led by the head of the Senate minority Chuck SchumerDN.Y., grouped to vote against the CR of the GOP, a decision which marked the second time that the Democrats led to the progress of the legislation this month.

Democrats also tried to advance their own counter-proposition, but this bill was blocked in the same way by the Republicans of the Senate.

“All you need is a handful of democrats to join the Republicans to adopt the proper and non -partisan financing bill that is before us,” said the head of the majority of the Senate, John Thune, Rs.d., after the failure of the vote. “And I hope, I really hope that some of them will join us to reopen the government, resume bipartite credits and return to the affairs of the American people.”

Thune said there would be more votes on the same bill in the coming days.

When asked if Schumer would guarantee that the CR of the GOP would not get 60 votes, he said, “”Listen, the main thing is, as I said, our guarantee for the Americans that we will fight as hard as possible for their health care. Simple and simple.“”

The CR led by the Democrats would have kept the government opened and funded until October 31, while including a multitude of priorities that the Republicans have deemed hyper-partisan.

The Democrat funding plan would have repealed the Medicaid Rollbacks carried out in a large and beautiful Bill of the Republicans, while restoring the financing of NPR and PBS which was reduced by the Trump administration earlier this year.

Trump and his administration have a large discretion on the changes that occur during a closure.

However, it is likely that thousands of government employees are on leave, while others are led to work without pay checks until funding is reintegrated. A multitude of agencies and federal services could also be closed.

Some federal workers could also lose their job permanently, the director of the OMB, Russ Vought, published advice earlier this month, warning offices to consider mass license plans in the event of closure.

This decision comes after the two main democrats and the first two Republicans in the House and the Senate all met Trump in the White House to discuss a way to follow on federal funding, but this meeting ended without any agreement.
