The Republicans get a new political roadmap for the second “big, beautiful” Bill Trump

First on Fox: A conservative reflection group that played a key role in the development of “One Big and Beautiful Bill” by President Donald Trump which circulates a new roadmap for recommendations for the second act of the Republicans.
The Economic Policy Innovation Center, which qualifies as “Epic for America”, has circulated a new memo with key figures from the GOP Congress in recent days, said a familiar source with the group’s plans at Fox News Digital.
The service note, which has been obtained by Fox News Digital, advises legislators to push largely to new Medicaid and regulatory reforms, to repress federal dollars for government pensions and student loans, and to use fiscal policy to extend the conservative objectives of abortion and transgender treatment.
The adoption of Trump’s bill on the agenda despite the thin majority like the razor in the House and the Senate was a major victory for the Republican leaders. Epic, who salutes the bill as a success, argues that continuous reforms are necessary for a significant budgetary reform.

“Unfortunately, even with the victories of the American people of the OBB, our work is far from over. We must rebuild an economy that really works for each American, while protecting the country’s financial foundation to ensure lasting resilience,” said the memo.
“The federal government quickly lacks budgetary space. Maintaining sufficient budgetary space is essential to respond appropriately to a crisis. Without space between the tax limit and the current level of debt, elected officials will not have room to maneuver in the event of war, a natural disaster or a recession.”
On Medicaid, the Memo advises new reductions on the burden of cost sharing for the federal government – known as percentage of federal medical assistance (FMAP) – for “large rich states” as well as Washington, DC
FMAP refers to the rate at which the federal government corresponds to the payments of the Medicaid state, which is currently 50%.
The memo calls for “putting an end to the special treatment of the Medicaid FMAP subsidy” for DC, the minimum of which is 70%.
The first bill of budget reconciliation of the Republicans has reduced certain FMAP extensions authorized under the Act respecting affordable care (ACA), including for emergency care for states that provide Coverage of Medicaid to illegal immigrants.
In turn, EPIC advises legislators to improve personal health care and based on the employer, such as the health reimbursement agreements of individual coverage (ICHRA) and health savings accounts (HSAS).

The Medicaid Cups were one of the biggest collage points during the talks for the initial bill and will probably be just as politically for the Republicans in the second round. Meanwhile, democrats used these reforms as a political hug, accusing the GOP of trying to take health care at millions of Americans.
But the conservatives considered Medicaid as responsible for waste, fraud and abuse – insisting that their reforms better protect the program for vulnerable people who really need it.
The memo also advises the Republicans of the Congress to use the budget reconciliation process to “reform the remuneration of the federal bureaucrat and retirement” and “eliminate the pardon of student loans from the public sector”, among other objectives.
On the front of the social conservative policy, Epic seems to consider an extension of the ban on taxpayers’ funds to abortion suppliers as essential to a second bill of reconciliation.
The first bill was considered a victory for the defenders of pro-life in its prohibition of Medicaid funds for major health care providers who carry out abortions, which would affect Planned Parenthood and other similar organizations. But this ban is only effective for a year.

In a section entitled “Protect Life and American Values”, Epic urges legislators to “extend the ban on taxpayers’ financing for major abortion suppliers” as well as blocking Medicaid funds for gender transitional care.
He also calls on legislators to “invest in election security” and to “impose an excise tax on higher education establishments which allow men to participate in female sports”.
Epic was founded by Paul Winfree, who was director of budgetary policy during the first Trump administration.
The group also has close links with Capitol Hill, which he bent at talks for the first bill on the agenda by recommending both political initiatives and adapting its advice through the different stages of the budgetary reconciliation process.

The budgetary reconciliation, which can be used three times during a given term of the given congress, allows the party to power to promulgate large changes in fiscal policy while putting the touch of the opposition – in this case, the Democrats – by lowering the Senate threshold for the transition from 60 votes to 51.
Brittany Madni, executive vice-president Epic and former congress assistant, confirmed the veracity of the memo to Fox News Digital. She said that the group would use the same “manual” he did during the first reconciliation process.
She said that Epic sought to offer “an initial suggestion to the legislators on what to target, and is preparing to work with the Republicans through the different stages of the process as the details change and evolve”.
“Compulsory reform of spending is an essential target for real budgetary change in order to ward off a debt spiral. This is why a second bill of reconciliation on OBB victories is important,” said Madni.

Two sources have told Fox News Digital that the group’s efforts so far had included a staff briefing with the Republican Study Committee (RSC), a GOP group of the House at 189 members who serve as a de facto thinking group for the republican conference.
Many aforementioned proposals have been discussed at this meeting, said Fox News Digital, Epic being invited to speak within the framework of the new RSC initiative for workshop a second reconciliation bill.
The president of the Chamber, Mike Johnson, R-La., Has already publicly declared his objective of adopting other bills of reconciliation. But what a second bill would look like is still unclear.
