The US Air Force has published updated directives that centralize and standardize separation councils for service members who no longer meet military requirements, including those affected by transgender policy changes.
The Associated Press First reported the change, citing an internal memo dated August 12, 2025.
According to the memo, once a board of directors confirms that a member meets the criteria of the policy, “the council must recommend separation”.
The hearings are closed and will not be recorded. Instead, the case file includes an abbreviated transcription prepared after the hearing. Policy narrows the role of the board of directors to a single factual conclusion.

Supporters of stricter preparation standards argue that the change avoids cases written and clarifies discipline. The AP notes that, in the past, the advice has sometimes retained members despite serious offenses, according to criticism of discretion, has led to inconsistency.
