The Republicans argue that the Democrats used the adoption of HR-1 as a political coverage to rush into a special session, even if the joint budget committee told legislators in June to expect a high-turn budget deficit during the next budgetary cycle.
The Democrats of Colorado, for their part, blame the Republicans in Washington, DC, for the state deficit. The legislator authorized $ 4.4 million in state Medicaid reimbursements to Planned Parenthood via SB 25B-2, which obliges Medicaid to intervene with reimbursements for reproductive health care providers, to cover the reduction of HR-1.
When HR-1 entered into force in July, he immediately prohibited the use of Federal Medicaid funds at Planned Parenthood for a year. The law has also introduced more strict Medicaid rules, including more frequent eligibility controls, new work requirements and stricter registration standards.
“The Democrats of Colorado have taken up the parts of the Big Budget of the Republicans of Trump and Washington in a responsible manner, which one of the members of the Congress delegation could have arrested,” said Democrat president Julie McCluskie in a statement. “Their bill gave companies massive tax reductions that have exploded a billions of dollars in our budget. We have adopted a balanced approach that has closed corporate tax gaps, established a process to reduce certain expenses and used some of our rain economies to protect the financing of health care, roads and education.”

Since the Colorado tax system uses rolling compliance, it automatically adopts changes to the federal tax code, causing immediate deficit in state income.
But the budget battle is far from over, Pugliese warned. The legislators have left around $ 300 million in discounts for Governor Jared Polis to offer in the coming weeks, paving the way to another series of negotiations on programs that will bring the weight of discounts.
