Los Angeles County officials call for an order to prohibit law enforcement agents from hiding their identity in service.
This decision comes after the recent federal immigration raids in the city where some federal agents have covered their faces with masks and refused to reveal their identity, which is not abnormal.
The supervisor council voted 4-0, with abstention on Tuesday to order the county’s advice to write a prescription which prohibits the police, including federal agents, to wear masks, with some exceptions, in particular for medical protection or during infiltration operations.
The agents would also be required to visibly display identification and membership of the agency during their public service.

Federal agents have carried out ice raids in Southern California since June as part of the mass expulsion program of President Donald Trump, demonstrations provoking demonstrations and the subsequent federal deployment of the National Guard and the Marines. About half of the guard troops and all the navies have since been removed from Los Angeles.
The supervisor Janice Hahn, who co-wrote the motion, said that the raids had caused fear and that the residents had the right to know who arrested them, questioned them or the holders.
“Throughout the county, people are withdrawn from their cars, beaten and torn from their families by men in tactical equipment with hoods, no badges and no names,” said Hahn. “This is not how the police in a democracy should work.”
Hahn admitted that it is not clear if the county could apply the measure against the actions of federal agencies, including American immigration and the application of customs.
“In the end, it may be necessary to be decided by a court,” she said.

Administration officials defended the agents who hide their identity, arguing that immigration agents do it for their security in order to avoid potential death threats and doxing, which includes the publication of someone’s personal information without their permission.
“I am sorry if people are offended by them wearing masks, but I will not let my officers and agents go out and put their lives at stake, their family at stake because people do not like what the application of immigration is,” said the acting director of the ICE, Todd Lyons, last month.
A pending measure in the state legislature prohibit the local, state and federal police to cover their face during its service in the Golden State. Similar legislation has been proposed in other states and to American senses Alex Padilla, D-Calif., And Cory Booker, Dn.J., introduced a bill at the federal level.

In the County of Los Angeles, the county council has 60 days to submit the draft order to the board of directors for approval.
The supervisor Hilda Solis, the other co-author, said that local officials must establish expectations on the way the police should behave in the county.
“The use of masks, tactical equipment and refusal to show identification is not only alarming and confusing, but erodes public confidence and raises serious security problems,” said Solis.
