The chief of the Millennium Challenge Corporation leaves after a brief mandate

Dr. Sohan Dasgupta, appointed earlier this year as a political leader of the Millennium Challenge Corporation (MCC), told Fox News Digital that he resigns after a four -month sprint, declaring his mission to preserve and reposition the American agency as a strategic foreign tool as “accomplished”.

Created by Congress in 2004, the MCC offers compacts on infrastructure and five -year energy to developing countries that meet strict governance standards. Unlike traditional aid, its investments are structured to stimulate long -term economic growth and the markets open to American companies.

Since its creation under President George W. Bush, the MCC has often been grouped with other American aid programs.

Career staff has long emphasized development objectives such as poverty reduction, education and infrastructure, but unlike USAID, MCC was created as a corporate organization with a fiduciary duty to ensure efficiency.

An official of the White House, speaking in the background at Fox News Digital, argued that the agency too often presented itself as aid rather than an investment before President Donald Trump takes up his duties.

DASGUPTA has prompted personnel to adopt a different objective, by putting them pressure to assess projects according to the return on investment for the United States, the degree of strategic alignment with partner countries and the question of whether the compacts of the MCC could be used to strengthen the American lever effect in negotiations.

A Center for Strategic and International Studies (CSI) Spring report Argued that the MCC is not a traditional help agency but an “investment” tool unique for an “America First” program.

The authors warned that the Fermont of China “diplomatic and economic victories” while leaving half -built projects abroad, and noted selections of partners from the Trump era, from Nepal to Côte d’Ivoire in the Pacific Islands, were strategically chosen to counter Chinese influence.

“The United States and the world are safer, stronger and more prosperous with the MCC model than without it,” concluded the report.

The current MCC portfolio under Trump includes some of its largest compacts: an agreement of $ 500 million in Nepal financing nearly 200 miles of transmission lines, a compact of $ 480 million in Sierra Leone, widening access to electricity and a program of $ 202 million in Kosovo has focused on storage of grid -scale batteries. Other investments include $ 536 million in Côte d’Ivoire, $ 537 million in Mozambique and a compact on water in Mongolia.

DASGUPTA told Fox News Digital that its role was to press MCC staff to think in terms of national security and American economic benefits. “Reform MCC in a vital asset in national security and foreign policy” was how he described his moment “mission accomplished”.

An email of May 9 of the Liaison of the White House to MCC staff, obtained by Fox News Digital, shows that Dasgupta was appointed principal advisor to Annex C “assuming political leadership for the agency”.

Report on the country of candidates for the 2026 MCC, published this month, lists Kosovo, Nepal, Sierra Leone, Côte d’Ivoire, Mozambique, Mongolia, the Salomon Islands, Fiji and Tonga among its eligible partner nations.

“The service has many forms. My goal was to carry out special projects and missions, and then make room for others,” said Dasgutta.

On China, he added: “Critical minerals and rare earth elements are an essential element of American force … The MCC really understood.”

The Kosovo ambassador to the United States, Ilir Dugolli, praised the responsiveness of Dasgupta. “We worked in close time after his arrival at the MCC … I respect him a lot for the way he managed his wallet and how professional he was,” Dugolli told Fox News Digital.

On energy security, Dugolli said: “Kosovo aligns fully with American foreign policy … The batteries are extremely important, especially after last year’s terrorist attack against the Iber-Lepenc canal. The compact is the most critical investment for the energy and economic resilience of our country.”

DASGUPTA’s departure also occurs while the Trump administration is continuing reductions in traditional foreign aid programs in the United States and seeks to crop America’s global commitment as part of its “America First” policy.

While agencies like the USAID have been faced with discounts and restructuring, DASGUPTA maintains that the MCC has been kept as a leaner and focusing tool aligned with the administration on strategic agreements and competition with China.

Analysts estimate that China controls around 70% of the world’s operation of rare land and almost 90% of treatment capacity, according to the Oxford Institute for Energy Studies.

Between 2023 and 2025, China imposed export restrictions on strategic minerals, according to the CSI. DASGUPTA maintains that MCC’s work in Allied countries can help diversify supply chains and strengthen resilience, although MCC has not publicly described critical minerals as a formal objective of its work.

“We want independence in every sense of the word … These are the premises and the predicates of the American force,” said Dasgupta.

The “fast victories” like the Kosovo battery project and the electric lines of Nepal, said Dasgupta, show how American aid can advance prosperity abroad while strengthening safety at home.

With its departure, the MCC continues compacts in dozens of countries around the world.

The MCC did not immediately respond to the request for comments from Fox News Digital.
