The army ends the program to assess the reduction of biases for the selection of officers

The army has canceled its command evaluation program (CAP), a promotion council which has taken into account psychological assessments and potential prejudices in leadership considerations.

“Good Riddance,” wrote the Secretary of Defense, Pete Hegseth, on X. “Promotions through (Ministry of Defense) will only be based on merit and performance.”

The program, which was widely implemented throughout the army in 2020, aimed to reduce conscious and subconscious biases and to use peer assessments and behavioral analysis to choose candidates for command posts.

The former army secretary, Christine Wormuth, had officially considered the ceiling of an official record program in January 2025 just before President Donald Trump took office.

“The battery of psychometric evaluations uses several different instruments to measure cognitive capacity, emotional intelligence, awareness, self -awareness and other behavioral traits,” said CAP, army documents explaining CAP.

Each year, around 2,000 candidates were evaluated under the CAP for army management positions. Army secretary, Dan Driscoll, paused the program and reviewed him last month.

The program has not aroused greater interest in leadership roles. About 54% of eligible senior officers from the army chose not to participate in CAP last year, refusing the opportunity to play a command role. It was up 40% in 2019.

The army will now return to its prior evaluation process, Centralizse Selection Board / List, (CSL), for having chosen the commanders. The agents who sit on the advice of CSL evaluate the assignments, performance and potential of the candidates of a candidate.

The CAP credibility was also compromised when General Charles Hamilton, commanding of the army equipment command, was relieved of his functions. He was the subject of an investigation for influenced the selection process in favor of a lieutenant-colonel who had failed his CAP assessment. An Inspector General’s investigation led to his dismissal in December 2024.

The cancellation is aligned with a service note of June 20 of the under-secretary to the defense of staff and preparation, which led an examination of the evaluations of the military officers and the selection processes.
