Modi visits with Putin and Xi are only the last sign of cooling relationships between Washington and New Delhi. The India National Security Advisor went to Moscow last month, his Minister of Foreign Affairs last week and the Chinese Foreign Affairs Wang Yi concluded talks in Delhi in mid-August. Putin should also accommodate Modi in Moscow before the end of the year.
