Chinese students linked to soldiers integrated into the best American universities: report

More than 400 Chinese nationals in one of the six universities they studied have conducted research funded by the federal government in sensitive fields such as nuclear engineering and IT.

Meanwhile, the Biden administration failed to apply an executive decree signed by President Donald Trump in 2020 prohibiting Chinese nationals engaged in army -related research, the report said.

The justification of this order was that the Chinese authorities use third cycle students as “non -traditional collectors” of information on intelligence.

The main colleges face the heat on the links of Chinese scholarships as an espionage concerns.

Schools, including the University of Beihang, the Harbin Institute of Technology and the Northwestern Polytechnical University, maintain vast defense laboratories and partnerships with public weapons conglomerates belonging to the property.

An example is the University of Beihang, which appears on the list of American entities since 2001. It has nine major defense laboratories and “adheres to the thought of Xi Jinping”. Beihang students were found in each American university interviewed, according to the report.

The Harbin Engineering University, originally the PLA Military Engineering Institute, is represented in 83% of the American universities interviewed.

At the University of Maryland, more than 25% of Chinese students in the fall of 2024 were involved in research funded by the federal government, but the university admitted that it did not follow the research they conduct.

The University of Illinois in Urbana-Champaign has led a joint engineering institute with the University of Zhejiang, which has defense laboratories and links with Chinese information.

The University of Maryland reported at least 89 partnerships of teachers and 15 exchange agreements with Chinese entities, while the Purdue University welcomed 16 invited professors from Chinese universities in sensitive departments such as electricity and computer engineering.

Managers have recognized that the school does not fully distinguish between occasional academic contacts and long -term research links, leaving surveillance gaps.

The Committee also noted that the Purdue teachers were deployed in the other direction. The report indicates that six members of the Purdue faculty were on sabbatical leave in China, including two in the universities supervised by the Beijing Ministry of Defense and another in a key state laboratory – institutions described as “central nodes” in the civil military merger system in China.

Purdue has since taken corrective measures, adopting new guarantees to prevent foreign influence. The school has prohibited the funding of the foreign opponent, tightened research security and export controls, added new protections for intellectual and limited sabbatics with Chinese institutions.

In Illinois, the teachers worked within a joint institute with the University of Zhejiang – an institution linked to the Defense and Intelligence Services of China.

But in the middle of the survey, the University of Illinois Urbana-Champaign announced that it ended dozens of agreements with Chinese universities. This includes the closure of his joint flagship joint institute with the University of Zhejiang – an institution with defense laboratories and documented links with Chinese information.

The UIUC also dismissed all joint programs with Chinese universities, canceled six “priority admission” agreements which facilitated the entry of Chinese students to master’s programs and ended a training program for summer teachers with Shanghai establishments.

The legislators congratulated the Illinois to “direct by example” by relaxing dozens of Chinese partnerships.

The legislators recommended codifying Trump’s executive decree in 2020, tightening visa screening and preventing Chinese nationals from participating in research laboratories funded by the United States government. They also urged universities to disclose foreign affiliations and funding sources to federal agencies. Without such reforms, warned the report, US higher education will continue to train scientists and engineers “not for the benefit of America, but for the APL”.

Committee staff have also stressed that recent universities are relaxing links with China Scholarship Council, a student funding body managed by the government they have described as part of the “Technology Transfer apparatus” in Beijing.

“We had identified that seven American universities had joint agreements or a period of a decade with the CSC,” said a staff member, “and all these universities closed their CSC agreements” after the committee expressed its concerns.

Recent proceedings show that the problem is not theoretical. In June, two Chinese students from the University of Michigan were charged in a biopathogen case after trying to integrate limited equipment into the country. The following month, Chinese students were convicted of spying after piloting drones over Navolk naval station, while others in Michigan were found guilty of trying to access American military facilities.

Other universities have also decided to relax partnerships with Chinese institutions in recent years. Schools such as UC Berkeley, Georgia Tech and the University of Michigan have canceled joint institutes or collaboration programs after a congress exam, a trend that legislators have declared that pressure has at least prompted certain schools to reduce links.
