Hung Cao named to direct vast reforms of the Navy and the Marine Corps

The secretary of the Navy, John C. Phelan, called on the new under-secretary to the Navy, Hung Cao, to direct a radical overhaul of the service and “energize the navy and the body of the Marines”, in particular by modernizing its activities and its computer systems.

Cao, who was sworn in on October 3 by the Secretary of War Pete Hegseth, returns to the Ministry of the Navy with the direct order to “reduce administrative formalities and raise standards”.

Phelan said in a shared note exclusively with Fox News Digital that reforms aim to “refine the preparation state, to repair more quickly and to give priority to sailors, navies and their families” as well as to restore the warrior ethos of the navy and the body of the navies.

Cao, a former captain of the American navy, is also a well-known republican figure, which presented itself in the American Senate in Virginia in 2024 and 2025, was appointed by Trump and confirmed as undersecretary of the 35th Navy.

This decision follows HegSeth’s remarks on September 30 before the general and general officers of the basis of the Cantico Marine Corps.

Obsolete IT and commercial systems will be replaced by modern and ready-made platforms for mobile devices in order to rationalize daily operations and provide tools with tools that work for the first time.

“These are not discussion subjects, these are deadlines,” said Cao about reforms. “We put an end to the bureaucratic drift and restore excellence.”
