The Trump administration unveiled on Wednesday a proposal to modify the way in which H-1B visas are awarded, a program which has become the cornerstone of the technological industry by allowing American companies to hire highly qualified workers from abroad, including software and data scientists.
Emitted by the Ministry of Internal Security, H-1B visas are temporary work permits that have become a vital course for American technological companies to recruit global talents.

The proposal is designed to encourage employers to offer higher wages or to reserve H-1B petitions for jobs that require advanced skills. The change of rule, formally published In the federal register, comes a few days after the president Donald Trump Signed a proclamation introducing costs of $ 100,000 for H-1B visa requests.
According to American data from citizenship and immigration services (USCIS) from 2024 to mid-2025, Amazon obtained 19,301 H-1B visas, more than any other major technological enterprise. Microsoft obtained 9,914 workers as part of the H-1B program, while Apple called 8,075 employees.
Tata Consultancy Services, Infosys and Hcltech can have its head office in India, but everyone has a substantial American presence which allows them to compete directly for H-1B visas.
Cognizant, on the other hand, has its headquarters in Teaneck, New Jersey, although it is from an Indian company and continues to maintain deep links with the technological sector of India.
Together, these companies illustrate how the giants of outsourcing and the Indian council dominate a significant part of the H-1B visa approvals alongside large American technological companies.
Microsoft refused to comment. The rest of the companies listed in the table of bars did not immediately respond to the request for comments from Fox News Digital.
Since June, the seven main recipients of H-1B visas are all technological companies, with JPMorgan ChaseWalmart and Deloitte completing the top 10.

The costs of $ 100,000 – unique costs only applying to new H -1B petitions – will take effect in the next annual lottery, the system that the US government uses to select requests once the annual visa ceiling has been reached.
The annual ceiling for H-1B petitions is 85,000, a USCIS limit said it had reached in July.
