THUNE provides the Senate “Suitcase Nuke” to accelerate the confirmations of candidates

The head of the majority of the Senate, Harry Reid (D -NEV.) Warm the first “nuclear option” of the Senate in 2013, slowing down the filibustier to confirm the candidates of the executive agencies – with the exception of the Supreme Court.

Thune puts her gambit in motion this evening by introducing a resolution to accelerate a list of around 40 nominated. By rule, the Senate will take a procedural vote to break an obstacle on its resolution to confirm the set of candidates on Thursday. This requires 60 years. The Senate will not be 60 years old.

But this is exactly the scenario that Thune wants.

The kingdom’s coin in the Senate is an unlimited debate. But the only time he cannot debate something is when a problem fails. Thus, a failed vote to break the filibustier supports the Senate in the exact parliamentary cul-de-sac that wants.

At the end of the vote by appeal, Thune will probably pass her voting from yes to no on the breakdown of the obstruction. Indeed, the rules of the Senate allow a senator to demand a recovery if it is on the dominant side of the question. Thune will then demand that a vote reverses what the president has governed. He will say that a simple majority is necessary for this type of resolution – even if this has never been the case before.

The Senate will vote. And if 51 senators vote in favor of the decision against the president, the Senate will have established a new precedent to reduce the threshold of 60 to 51 on this type of resolution – quickly moving a lot of candidates at the same time.

Once the Senate will do it, Thune will have to open another procedural vote under new provisions to break a balance sheet on Monday, September 15.
