Ohio Senator presents 25% tax on companies that subcontract jobs abroad

First on Fox: The Ohio Republican Senator, Bernie Moreno, presents legislation aimed at penalizing companies that subcontract jobs and operations abroad while providing financial support to the avenues that create American jobs.

The bill, presented on Friday and known as “Halting International Relocat Act” or “Hire Act”, creates a 25% tax on “outsourcing payments” which are defined as any money paid by an American company or taxpayer to a foreign person whose work benefits American consumers.

The bill also includes anti-abuse language to avoid tax evasion via American territories and obliges American companies to fully disclose all payments and outsourcing contracts. Companies will also be prohibited from deducting any outsourcing payment.

The money collected by the spending penalty for foreign workers will be used to support learning programs in the United States as well as in labor development programs.

In addition, legislation, if adopted through the congress under republican control and signed by the Republican President, prohibit companies from processing outsourcing payments as basic erosion payments when calculating their basic erosion and their anti-abuse tax.
