On Wednesday, the Trump administration announced a proposed rule to limit the duration of international students can stay in the United States for their studies at four years.

If it is finalized, the proposed rule which should be published Thursday would limit the duration of certain visa holders, including foreign students, to stay in the United States, according to a press release from the Ministry of Internal Security, which declared that the proposal aimed to brake “visa abuse” and to increase the capacity of the agency to “properly oppose the accuracy and excess of these people”.

“For too long, previous administrations have enabled foreign students and other visa holders to stay in the United States practically indefinitely, posing security risks, costing an unspeakable amount of dollars of taxpayers and disadvantageing American citizens,” said DHS spokesperson in a statement.

“This new proposed rule would end this abuse once and for all by limiting the time that certain visa holders are authorized to stay in the United States, softening the burden of the federal government to properly supervise foreign students and their history,” continued the spokesman.

Since 1978, foreign students or fiser fans have been authorized to stay in the United States for their “status duration”, which means the time they have been registered as a full-time student. The proposed rule would allow foreign students and exchange visitors to stay in the country to the duration of the program in which they participate, although the federal government does not allow it to exceed four years, which is generally less time than it takes to pursue additional education beyond a baccalaureate.

In addition to the students, the proposed rule would define the initial admission period for foreign journalists up to 240 days, although they can request an extension up to 240 days, but no more than the duration of their assignment.

Demanding regular DHS assessments for foreigners to remain in the United States for a longer period would allow the agency to carry out “appropriate surveillance” and reduce the number of people in the country on visas, the press release said.

Foreign students, in particular, generally pay more tuition fees and receive fewer scholarship possibilities, which means that the proposed rule can have a financial impact on American colleges if this leads to a drop in international registrations.

“It will certainly act as an additional means of deterrent for international students who choose to study in the United States, to the detriment of American economies, innovation and global competitiveness,” said Fanta AW, Executive Director and CEO of NAFSA: Association of International Educators, in a statement in Politico.
