“Many cannot get good jobs. It is almost impossible for them to sign a lease or even rent a place to live. They carry this stigmatization forever.”

Brewer has cited federal figures showing that 19 million criminals live in the United States, with 77 million global total Americans affected in one way or another by the criminal justice system – nearly a third of the working age population.

“And they are American citizens,” he said. “Take CDL licenses as an example. There are CDL programs in prisons throughout the country where men train for years to drive trucks. However, when they come out, they are blocked from these jobs because of the rules and probation regulations.”

Brewer said the wreck – involving the National Harjinder Singh Indian, who fled to California before being extradited – underlines why American citizens must again have priority.
