Navy Slashes Civil Pao positions to improve operational efficiency

First on Fox: The navy takes daring measures to cut administrative formalities and refine its focus on the fight.

A new memo signed by the secretary of the navy John C. Phelan orders a 35% reduction to the civilian public affairs officer (ITP) and puts all the hiring and contract decisions under more strict control.

The leaders say that the objective is to make strength leaner, faster and more disciplined while saving money from taxpayers.

“The memo was signed with the intention of making a dilter and agile strength, placing the most capable people in the right positions to support Warfighter,” Fox News Digital told Fox News. “He seeks to prioritize preparation for war fighting, to strengthen standards and discipline, as well as to accelerate decision -making.”

“The Ministry of the Navy must ensure that public affairs resources are aligned with the preparation, standards and discipline of war fighting and rapid decision -making,” said the note.

From now on, any hiring of civil public affairs must be approved by the Navy Information Manager (Chinfo) or the Marine Corps Communications Department (CD). Contracts for media and messaging support will also be grouped into a single system so that the fleet commands can use the same process.

The memo indicates that “civil affairs civilians at the headquarters, the support of staff and non -operational environments will be reduced or eliminated”.

The changes come after an examination revealed that the workforce of civilian public affairs had increased far beyond what was necessary. The study reported overlapping work, incoherent messages and ineffective expenses.

Marine leaders say that the overhaul will not only reduce costs, but will also guarantee that each communication effort supports preparation and men and women on the front line.

The navy is not included in the cuts because it already goes through a separate review.

For the navy, the note notes that “certain billets can be realized to public affairs in active or reserved service”, putting the leaders more in uniform in charge of the history of the navy.

The directive also obliges Chinfo and the CD to “document projected cost savings and assess the opportunities to reinvest in the support of fleet and the capacity of public affairs in uniform”.
