The DHS examines subsidies to Muslim groups with alleged terrorist links after report

First on Fox: The Ministry of Internal Security (DHS) examines federal security subsidies for Muslim groups with “alleged terrorist links” after a new report has linked the funding past to “extremist” organizations.

According to a DHS document obtained by Fox News Digital, 49 projects “with alleged affiliations to terrorist activities” have already been canceled, a decision of estimates from the ministry will save $ 8 million.

The examination mainly targets the funding distributed through the FEMA non -profit security subsidy program (NSGP), which provides assistance to churches, mosques, synagogues and other confessional institutions faced with threats of violence focused on hatred.

The probe follows a report by the Middle East forum, A pro-Israeli conservative reflection group, which said that more than $ 25 million in DHS and FEMA grants went to “groups related to terrorism” between 2013 and 2023.

A DHS official said the ministry produced its own independent funding examination, but added: “We take the results of the MEF report very seriously and are grateful for the work of conservative surveillance groups.”

The report reported a subsidy of $ 100,000 in 2019 at the Dar al-Hijrah mosque in Virginia, which customs and border protection formerly described as a “mosque operating as a front for Hamas agents in the United States” Files obtained by the investigation project through the Freedom of Information Act.

In response to MEF’s conclusions, DHS examines all current and future contracts to ensure that funds are not awarded to these organizations. Officials said the ministry is also examining the means to recover unattained funds.

Funding for the 2024 fiscal year has already been allocated. This includes $ 94 million for 500 Jewish organizations and an additional $ 110 million shared between 600 Christian, Muslim, Hindu, Buddhist, Sikhs and Jewish institutions.

For financial year 2025, the DHS said that candidates will face stricter requirements to ensure a “robust” verification process.

“We do not want to empower groups that could cause a threat to our community here in the United States,” said a DHS official.

The report of the Middle East Forum has also highlighted specific funding cases which, according to him, went into groups with extremist links. He said that $ 10.3 million had gone to the Islamic Circle of North America, which alleges the forum is linked to the Islamist movement of South Asian Jamaat-E-Islami.

The report also cited $ 250,000 awarded to the American Islamic Relations Council (CAIR), which DHS accused of having “Hamas links”. According to the report, an additional $ 750,000 went to the mosques of Michigan and Texas that the DHS described as “outposts for the Revolutionary Iranian brand of Shiite Islamism”, including the Islamic Center of America and the Islamic House of Wisdom near Detroit, as well as the Islamic Ahlul Bayt association in Austin.

Cair told Fox News Digital that he had no active federal contracts with DHS.

FEMA has already worked with Cair, organizing seminars to encourage participation in the NSGP program.

But last week, Cair urged organizations to withdraw from the request for DHS and FEMA grants – including the NSGP – unless DHS said two new verification rules. These provisions oblige the beneficiaries to cooperate with immigration officials and to prohibit them from managing programs related to diversity, equity, inclusion or help to undocumented immigrants, as well as to engage in certain “discriminating prohibited boycotts”.
