Virginia becomes the first state to use agency AI for a regulatory reduction

Virginia Gov. Glenn Youngkin is embarking on a historic project to use “agentic” artificial intelligence to accelerate its commitment in 2022 to cut a quarter of the Red Pallet regulatory structure in Virginia during its mandate.

The limited term republican signed an executive decree that introduced a pilot program using AI to scan all Richmond regulations and official advice.

“We ask each agency to calculate the savings associated with any action taken. For more information on our methodology, I will head to the regulatory economic analysis manual, which can be found online“, Youngkin’s spokesperson Peter Finocchio told Fox News Digital.

“The AI is used in two key ways of this process: the comparison of existing regulations with what is really required by law, to identify any redundancy and compare Virginia’s regulations to those of other states, to see if other states achieve similar objectives more effectively and with less paperwork.”

“AI is used in this way to make recommendations, but there is always a human in the loop that makes the final decisions, which is required by decree 30,” added Finocchio.

The agentic AI refers to the artificial intelligence which differs from typical reactive robots such as Chatgpt or Grok which provide information based on prompts, and can rather be programmed to pursue an objective, make autonomous decisions and take measures.

“We have made enormous progress towards the rationalization of regulations and the regulatory process in the Commonwealth. Using emerging tools of artificial intelligence, we will push this effort in order to continue our mission to unleash Virginia’s economy in a way that benefits all its citizens,” said Youngkin, who was a prosperous framework in the private sector before entering the government.

The IA tool will alert the state to all areas in which the regulations are redundant, contradictory or too final.

State agencies will then be able to use the AI platform in the future also to continue to break obstacles to effective governance.

“With this new initiative, Virginia will continue to direct the nation, becoming the first state to launch an agentic AI tool to feed the regulatory reduction process,” added Bull.
