DHS claims that prisoners are used to prevent the release of an individual behind bars before being able to be transferred to the care of the federal authorities.
Jenny Frazier, director of communications for the city of Morehead, told Fox News that the city worked with “state and federal partners” in the current investigation.
“Although this remains an active investigation, we direct almost all these specific questions concerning the ice to freeze themselves, but there is the decision on the prisoner who is just at the discretion of the federal level. The city of Moorhead is therefore not involved in any of the applications,” she added.
