The naval new generation attack submarine will not be a reality for at least 15 years, according to a new report.

The SSN (x) of the navy was originally to be production in 2031. This calendar has since slipped – at 2035 and now at 2040, due to the climbing of costs and budgetary constraints.

The navy requested $ 623 million in its budget for the 2026 financial year to advance the program.

This new class should highlight stealth, information collection, useful larger torpedoes and advanced connectivity with unmanned underwater systems.

The report urges the legislators to determine whether the delay could threaten the American underwater domination and the capacity of the navy to carry out critical missions.

At around 10,000 tonnes, the SSN (X) should cost between $ 6.7 billion and $ 8 billion per ship, making it much more expensive than Virginia-Class submarines it is intended to replace.

Virginia’s class boats cost around $ 4 billion each and have been in service since 1998. The navy generally proceeds two per year, but actual production has slowed down to only 1.2 to 1.4 submarines per year, which led to an increasing arrears of funds funded but non-construct.

For exercise 2025, the navy only required one Virginia-Class submarine due to production constraints. Only two American shipyards – Electric Boat and Newport News – are equipped to build nuclear propulsion submarines.

The report Also encourages legislators to examine the impact of the production difference on the industrial basis and if the transition from highly enriched uranium reactors to low -enrichment uranium could offer cost or security benefits.

Meanwhile, the navy aims to pass its fleet from 296 to 381 ships in the coming decades – but experts warn that major industrial expansion would be necessary to achieve these objectives.

“We need more ships delivered on time and budget, and we are challenged in the two areas,” said Brett A. Seidle, interim assistant secretary of the Navy for research, development and acquisition, during a hearing of the armed services. “Costs are increasing more quickly than inflation, and several programs are delayed from one to three years.”

Despite almost double its naval construction budget in the past two decades, the navy has always failed its vessels of ships. The government of government’s responsibility has noted that the programs and shipyards of naval naval construction actually operate in a “perpetual sorting state”.

Last month, representative Rosa Delauro, D-Conn., The best democrat of the credit committee, pressed the defense secretary Pete Hegseth on her plan to expand the capacity for naval construction.
