HHS blocks illegal immigrants from the Head Start program, saving $ 374 million

The Trump administration announced Thursday that the Ministry of Health and Social Services would prohibit illegal immigrants from accessing the services funded by taxpayers, including the People’s Childhood Education Program.
The agency has announced that it would cancel the 1998 interpretation of the 1996 law on personal responsibility and work opportunities (PRWORA), which has extended certain federal public advantages to those who illegally live in the United States.
“For too long, the government has diverted the taxes of the Americans who work hard to encourage illegal immigration,” said HHS secretary, Robert F. Kennedy, Jr. “today’s changes in action – he restores integrity to federal social programs, applies the primacy of law and protects vital resources for the American people.”

The new policy applies the definition in Simple language of Prwora of a “federal public advantage”, affirms that programs in the service of individuals, households or families are subject to eligibility restrictions and clarifies that no HHS program has been officially exempt from the limited exceptions of Prwora, said HHS.
Among the programs that were no longer accessible to illegal immigrants, there will be Head Start, an early childhood education and nutrition program for low -income families.

“Alongside the HHS, the administration for children and families (ACF) undertakes to provide and protect the most vulnerable resources in America,” said acting assistant secretary Andrew Gradison. “Head Start’s classification as part of the new PRWORA interpretation first puts US families by ensuring that the benefits funded by taxpayers are reserved for eligible people.”
The other services now classified in the “Federal Public Advantage” category include grant programs for labor programs, mental health and drug addiction, among others.

The new policy comes into force on the publication in the Federal Register and has a 30 -day commentary period.
