Former CIA director, John Brennan, who served under former president Barack Obama, put pressure on the so-called “Steele file”, who presented Salaces materials and untreated allegations concerning the bonds of President Donald Trump with Russia, to be included in a Russian interference on Wednesday in the 2016 elections, according to a review on Wednesday.
The CIA, the FBI and the assessment of the intelligence community of the National Security Agency (ICA) evaluating the interference of Russia in the 2016 presidential election have diverted intelligence standards and presented “procedural anomalies”, according to a new examination of the lessons of the CIA assessment, the director of the CIA, John Ratcliffe, ordered Wednesday.
Examination of the lessons learned by the lessons determined that “the decision by the agency leaders to include the Steele file in the ICA was as a counterbalance in the fundamental principles of the trades and finally undermined the credibility of a key judgment”.

Former CIA director John Brennan was pressure for the inclusion of the “Steele file” in the 2016 Russian interference evaluating despite the objections, according to a new reported review.
More specifically, the new review revealed that the deputy director of the CIA for the analysis declared in an email of December 2016 in Brennan which, including the file in any case, compromised “the credibility of the entire document”.
“Despite these objections, Brennan has shown a preference for narrative coherence on analytical solidity,” said the new review. “When faced with specific defects in the file by the two mission center leaders – one with an extensive operational experience and the other with a solid analytical background – it appeared more influenced by the general compliance of the file with existing theories than by legitimate writing.
Brennan was director of the CIA from March 2013 to January 2017 under the Obama administration.
The file was born after the law firm Perkins Coie hired the research firm on the Fusion GPS opposition to conduct research on the opposition on the candidate of the time, Trump in April 2016 on behalf of Trump’s opponent, former Secretary of State Hillary Clinton and the National Democratic Committee.
Fusion GPS hired the former British intelligence officer Christopher Steele, who composed the so-called “Steele file”. The document included scandalous and above all unbeknown allegations, including details that Trump has embarked on sexual acts with Russian prostitutes.
Trump denied the allegations included in the file.

Examination of learned lessons also found a fault with the other professions used when writing the ICA, including a precipitated calendar and an atypical involvement of agency chiefs while compiling the evaluation.
“While agency leaders sometimes examine controversial analytical assessments before publication, their direct commitment in the development of ICA was very unusual both in scope and intensity,” said the revision. “This exceptional level of higher involvement probably influenced the participants, modified the normal examination processes and, ultimately, compromised the analytical rigor.”
In addition, the exam said that Brennan had sent a note to analysts from the intelligence community one day before their only session in coordination on the ICA that he had met with National Director of National Intelligence James Clapper and the then director of the FBI, James Comey. The examination said that Brennan said to the CIA workforce that “there was a strong consensus among us on the scope, nature and intention of Russian interference in our recent presidential election”.

“While the agents involved in the drafting of the ICA have always declared that they did not feel obliged to draw specific conclusions, the premature signaling of Brennan according to which the agency chiefs had already reached a consensus before the ICA was even coordinated to risk a suffocating analytical debate,” said the exam.

Ratcliffe ordered that the “learned lessons” examination of the ICA earlier in 2025 is specifically focused on the assessment of the ICA according to which the Russian president Vladimir Putin “aspired” to help Trump to win the 2016 elections and declared the results on Wednesday in an attempted transparency, according to a CIA press release.
“Agency leaders at the time created a politically busy environment that sparked an atypical analytical process around an essential problem for our democracy,” Ratcliffe said in a statement on Wednesday. “Under my watch, I undertake to make sure that our analysts have the capacity to provide without eyeshadow which are free from political influence.”
