Iran’s Shiite High Clerk issued a religious decree against President Donald Trump and Israeli Prime Minister Benjamin Netanyahu on Sunday, an act that some experts called an incentive to terrorism.

The Grand Ayatollah Fatwa Naser Makarem Shirazi called Muslims around the world to take a stand, According to the New York Sun. He indicates that any individual or government who calls into question or endangers leadership and unity of the world Islamic community (Oummah) must be considered as a “warlord” or a “mohareb”, defined as someone who makes war on God. Under Iranian law, people identified as Mohareb can face the execution, the crucifixion, the amputation of the members or the exile.

“Those who threaten the leadership and integrity of the Islamic Oummy must be considered as warlords,” said Makarem in the decision. He finished with a prayer requesting protection against these “enemies” and for the rapid return of Mahdi, a messianic figure of Shiite Islam.

The British-Iranian commentator Niyak Ghorbani condemned Fatwa, describing it as an apparent state incentive to global terrorism.

He posted on his account X that the assault of the Islamic Republic is not limited to domestic dissent but indicates broader international ambitions for religious violence.

“The West must achieve: the Islamic Republic does not only target its own people-it is preparing for world violence in the name of religion,” he wrote in the post.

This Fatwa followed what was nicknamed the “12 -day war”, during which American and Israeli efforts would have imposed significant damage to Iran’s nuclear capacities.

On June 13, Israeli air strikes targeted Iranian nuclear and military installations, apparently killing the best scientists and commanders. In retaliation, Iran has launched ballistic missiles in Israeli cities. The United States joined the conflict a week later, hitting three Iranian nuclear sites.

Trump had previously warned The fact that all additional enrichment of uranium by Iran at the levels of arms quality would cause additional American action. This warning follows a brief ceasefire which ended a period of 12 days of intense conflict.

This is not the first time that Iranian clerics have used fatwas to encourage violence.

The most infamous case was the 1989 decree against author Salman Rushdie after the release of his novel “The Satanic Versets”, which many Muslims considered offensive. That Fatwa forced Rushdie to hide, led to the murder of a Japanese translator and several attacks against the publishers of the book. Rushdie has survived several assassination attempts since then, including a stab attack in 2023 in the state of New York in which he lost an eye.
