The Transport Service makes major changes to the eligibility conditions for driver permits of the non -domiciled commercial learner (CLP) and commercial driver licenses (CDL). This comes in the middle of an ongoing audit produced by the Federal Motor Carrier Safety Administration (FMCSA).

Under new rules, non-citizens will not be able to obtain a non-domestic CDL unless they meet a stricter set of requirements, which includes a job-based visa. The Ministry also institutes “a compulsory verification of the state of federal immigration using the safeguard system”.

Transport Secretary Sean Duffy announced this decision on Friday and said what his department had discovered in his investigation into license practices “should disrupt and anger each American.”

“Licenses to exploit a huge truck of 80,000 pounds are issued to dangerous foreign drivers – often illegally. This is a direct threat to the safety of each family on the road, and I will not support it,” said Duffy a declaration. “Today’s actions will prevent dangerous foreign drivers from renewing their license and keeping responsible states to immediately invalidate licenses incorrectly issued.”

The Transport Department said on Friday that, in its audit, the FMCSA discovered non-compliance in several states, noting that the “most obvious” case was that of California. The CDLs were reportedly issued to ineligible drivers and drivers whose licenses were valid after the expiration of their legitimate presence in the United States. The ministry said it was due to low surveillance, insufficient training and programming errors.

“The reckless contempt of California is frankly disgusting and an affront to millions of Americans who expect us to keep them safe,” added Duffy. “California must immediately bring together its act, or I will not hesitate to draw millions of funds.”

California was criticized for this issue last month when an illegal immigrant trucker who obtained a limited CDL of the Golden State in 2024 would have killed three people when he tried to make an unauthorized turn around in Florida. Harjinder Singh, the trucker, was then accused of three homicide leaders per vehicle.

The transport service has given California 30 days to comply. If the state did not do so, it could lose federal funding, which, according to the ministry, could be nearly $ 160 million in the first year.

“You don’t want blood to death in your hands, governors,” Duffy said at a press conference on Friday.
