Federal agencies ordered the staff cuts before potential closure

The White House management and budget office (OMB) told federal agencies to write force reduction (RIF) before a possible government closure on October 1, according to an internal memo obtained by Fox News.
The directives indicate that agencies must consider publishing RIF opinions to employees working on programs that are not legally required to continue in the event of funding.
“With regard to federal programs whose funding was going to travel and which are not funded, such programs are no longer legally necessary to be carried out,” said the service note.
Under management, RIF’s opinions would be issued above leave notices and should go to all employees linked to the programs concerned.

The agencies would later revise these plans once the congress approves the credits for the 2026 financial year, only keeping the staff necessary for the basic statutory functions.
The note notes that if the congress has generally adopted short -term financing law on a bipartite basis, they believe that this year is different.
The same memo accuses democrats of breaking this trend and putting pressure for “crazy requirements, including 1 billion of dollars of new expenses”, which could force a closure.

Last week, the room exceeded HR 5371, described as a continuous resolution (CR) which would extend current funding until November 21. The administration supports the bill, but the note indicates that the Democrats block it in the Senate.
“We hope that the Democrats at the Congress will not trigger a closure and that the steps described above will not be necessary,” said the memo.

“The president supports the promulgation of a clean CE to ensure that no delay in discretionary expenses after September 30, 2025, and Omb hopes that the Democrats will agree.”
The White House did not immediately respond to the request for comments from Fox News Digital.
